PLANEPASS

Dear Arnold Palmer Regional Airport aircraft community:

On December 1, 2025, Arnold Palmer Regional Airport (KLBE) transitioned to PLANEPASS® for landing fees. PLANEPASS® is a purpose-built aircraft billing solution from Vector Airport Systems (Vector) for billing and accounts receivable management. Vector's PLANEPASS® team bills and manages all payments for KLBE landing fees incurred on or after December 1, 2025.

The official Authorization to Bill letter is linked above. PLANEPASS® currently applies to landing fees only, not any other fees issued by the airport. Landing fee payments made at the airport or to the airport are not accepted.

Based tenants should contact the airport to confirm their status. “Landing fees” is a commonly used term for aircraft operating fees. Landing fees at KLBE are currently charged using the time of arrival.

Vector sends invoices for all billable landing fee activity to the aircraft's operator or management company.

Frequently asked questions

How do operators learn about the landing fee?+
  • The airport notifies AOPA, AirNav, and the FAA Chart Supplement that landing fees apply at the airport.
  • Landing fee information is posted on the airport's website.
  • FBOs post notices in pilot lounges letting operators know about the landing fee, and that the fee is not collected by the FBO or related to FBO operations.
  • PLANEPASS works to add landing fee information to ForeFlight comments for the airport.
  • PLANEPASS works with the airport to notify the top transient operators by letter or email.

To suggest other ways to notify operators, email billing@vector-us.com.

Why is the airport outsourcing the billing and collection of landing fees?+

Using multiple data sources, PLANEPASS can capture activity from all aircraft operators, not just those using the FBOs. This helps make sure fees are applied fairly and equally across all operators.

How does PLANEPASS know who is based at the airport?+

The airport provides and updates the list of based aircraft. FBOs may be asked to supply or confirm tenant information. All questions about based status should go to the airport.

Does PLANEPASS charge for low approaches or missed landings?+

No. If the aircraft does not touch the ground, no landing fee is billed. PLANEPASS distinguishes between:

  • Full-stop landings
  • Touch-and-go operations
  • Low approaches or missed approaches

Only full-stop landings are billed, unless the airport has a specific policy for other types of operations.

How often are landing fees invoiced?+

Invoices are sent monthly, usually by the 5th of the following month. Pilots and operators can review charges online and pay by credit card, check, or ACH.

Can operators pay multiple invoices at once?+

Yes. PLANEPASS lets operators pay all of their monthly fees at once, even when they were incurred at multiple airports.

Can operators opt in to paperless billing?+

Yes. Most PLANEPASS invoices are sent electronically.

How are disputes handled?+

If a pilot or operator disputes a charge:

  • Vector verifies the current registered owner or operator.
  • Vector's systems team reviews raw flight data from multiple sources.
  • If needed, Vector provides links to public tracking sources, such as FlightAware or ADS-B Exchange, to show the flight track.

For questions or concerns, contact billing@vector-us.com or call 1-888-588-0028.

How are billing errors and refunds handled?+

If a billing error is confirmed:

  • The charge is reversed.
  • If payment was already made, a refund is issued, and the operator is notified when it's complete.
How do operators pay?+

Payment options are listed at the bottom of every invoice.
